The division is headquartered at the Port of Koper, with the group office in Vienna. The Conbulk group forwards door to door by sea, road and rail from the Port of Koper; the defence division is building a vetted carrier network for Class 1 and controlled cargo, carrier by carrier across Europe.

Governance & accreditation

Compliance is the first stage of every movement.

We operate a compliance-first model. Counterparties, permits and end-user credentials are checked before a consignment is booked. Movements of arms and controlled goods are subject to national authorisation and EU export-control law; we confirm those authorisations with every party involved. Every movement is documented end to end.

Screening & classification

Counterparties, carriers and destination screened against sanctions and diversion risk. Goods classified against control lists and ADR: UN number, division, compatibility group, net explosive quantity.

EUC / 02Before licensing

End-use documentation

The end-user certificate, and where required the destination state's import certificate, are secured before any licence application is filed.

LIC / 03Verified by us

Licences & permits

Export or intra-EU transfer licence held by the exporter, transit permits for each country of routing, import licence at destination. We verify scope and validity against the consignment.

DGP / 04Before loading

Class 1 transport plan

DGSA sign-off, ADR 1.10 security plan, approved routing and tunnel restrictions, NEQ per transport unit and compatibility-group segregation, EX/II or EX/III vehicles.

CUS / 05Group AEO · 2022

Customs & transit

Export declaration filed by the group's AEO-certified customs team, then T1 under NCTS or NATO Form 302 for military movements, and import clearance at destination.

POD / 06End to end

Verified handover

Seals checked against the record on delivery, signed CMR and handover report, delivery verification returned where required, file retained for the statutory period.

Conbulk Defence is the controlled-goods division of the Conbulk forwarding group, an AEO-certified freight forwarder operating door to door by sea, road and rail, with bonded warehousing, from the Port of Koper.

The defence division applies that operational base, plus the compliance discipline the sector demands, to the movement of arms, ammunition and defence equipment.
